Requires parade conductors, managers, or sponsors in municipalities with populations of 35,000 or more to obtain a permit that includes specific safety requirements.

Mandates that police or fire departments inspect each parade motor vehicle for safety no earlier than seven days before the parade and verify vehicle registration and insurance.

Requires parade vehicle operators to be at least 25 years of age and possess a valid driver's license.

Allows municipalities with populations under 35,000 to voluntarily adopt the same safety requirements for parade permits.

Amends G.S. 20-169 to make local parade regulations subject to the new parade safety requirements established in G.S. 20-157.2.
