Directs excess receipts from the Civil Penalty and Forfeiture Fund to be transferred to the School Technology Fund in the same fiscal year they are collected.

Requires the Department of Public Instruction to allocate transferred excess funds to local school administrative units on a per-pupil basis and credit them toward the unpaid $729,699,823 judgment from North Carolina School Boards Association v. Folwell (2019).

Mandates that any state-appropriated capital funds for school technology from sources other than the Civil Penalty and Forfeiture Fund shall also be credited toward satisfying the remaining judgment.

Establishes a Legislative Research Commission study to identify funding sources and propose a payment timeline not exceeding 10 years to satisfy the remainder of the judgment, with results due by March 15, 2024.

Requires the Department of Public Instruction to provide written notice to the North Carolina School Boards Association when funds are transferred or credited toward the judgment.
