Adds new section § 62-30.1 to North Carolina General Statutes allowing the Utilities Commission to designate mobile radio communications service providers or resellers as eligible telecommunications carriers upon petition.

Designated carriers must meet requirements under 47 C.F.R. § 54.201 for purposes of providing Lifeline service to low-income consumers.

Utilities Commission may adopt rules to implement the designation process for mobile radio communications carriers.

Prohibits the Utilities Commission from exercising regulatory jurisdiction over providers or resellers of mobile radio communications service that were designated as eligible telecommunications carriers prior to this law's enactment.

Becomes effective upon passage.
