H660 - PFAS Free NC

• Prohibits manufacture, use, and distribution of PFAS (per- and poly-fluoroalkyl substances) within North Carolina or for export, with exceptions only for products federally authorized or required to contain PFAS.

• Establishes civil penalties of up to $5,000 per violation (or $25,000 if involving hazardous waste), with repeat offenses subject to penalties up to $10,000 per occurrence and $200,000 monthly maximum.

• Requires NPDES permit holders to eliminate PFAS from industrial user discharges prior to release into state waters, or require industrial users to eliminate PFAS themselves if elimination is economically or otherwise impracticable.

• Mandates public water systems notify customers within 30 days of PFAS detection in drinking water and post results on publicly accessible websites.

• Appropriates $11.6 million in funding for studies on PFAS contamination, treatment technologies, health impacts, and ecological impacts; appropriates $85 million for drinking water treatment systems and water infrastructure improvements to address PFAS contamination.
