Establishes a grant program at North Carolina community colleges to offer VITA (Volunteer Income Tax Assistance) courses and tax preparation services, with students earning IRS certification and hourly compensation for tax preparation work during tax season.

Appropriates $1,304,100 in nonrecurring funds and $570,100 in recurring funds to the Community Colleges System Office for curriculum development, faculty support bonuses up to $1,500 per college, personnel hiring, and student work-based learning opportunities.

Appropriates $50,000 in nonrecurring funds and $100,000 in recurring funds to the Department of Revenue for training and technical assistance to community college personnel and students participating in the grant program.

Appropriates $840,000 in nonrecurring funds to the United Way of North Carolina to expand its VITA program, including funding for additional VITA locations, staff, software, office supplies, multilingual marketing materials, and financial education resources.

Becomes effective July 1, 2023, with unrecurring funds remaining available through the 2024-2025 fiscal year.
