Requires nonpublic schools accepting Opportunity Scholarship students to administer one of the five most common nationally standardized tests at least once per school year to eligible students in grades three and higher.

For grades three through eight, selected tests must measure achievement in English grammar, reading, spelling, and mathematics.

For grades nine through twelve, selected tests must measure either achievement in English grammar, reading, spelling, and mathematics or competencies in verbal and quantitative areas.

Directs the State Education Assistance Authority to maintain and annually distribute a current list of the five most common nationally standardized tests meeting these requirements in consultation with the Department of Public Instruction.

Test performance data must be submitted to the Authority by July 15 each year and is not classified as a public record under North Carolina law; becomes effective for the 2023-2024 school year.
