H.B. 669 Summary

• Establishes the North Carolina Task Force on the Fair Publishing of Crowd-Sourced Reviews to study review platform practices and their impact on businesses and consumers.

• Task Force shall examine review ordering practices, correlation between platform revenue from businesses and review prominence, business owners' ability to obtain negative reviewer contact information, and financial costs of unfair practices to North Carolina businesses and consumers.

• Task Force consists of 13 members: one House Representative and one public member appointed by the Speaker, one Senator and one public member appointed by the President Pro Tempore, House and Senate minority party leaders or designees each with one public member, and five attorneys licensed in North Carolina appointed by the Business Law Section of the North Carolina Bar Association.

• Task Force shall have two cochairs designated by the Speaker and President Pro Tempore, with meeting space and operational funding provided by the Legislative Services Commission.

• Task Force shall submit a final report with study results and recommendations, including any proposed legislation, to the General Assembly on or before May 1, 2024, and shall terminate on that date or upon filing the final report, whichever occurs first.
