Requires 100% muscadine grape juice to be made available to students in public schools (including traditional, charter, regional, and laboratory schools), community colleges, and constituent institutions beginning with the 2023-2024 school year, offered through nutrition programs or vending facilities.

Mandates the Food Distribution Division of the Department of Agriculture and Consumer Services revise its Farm to School Program procedures by December 1, 2023, to include fruit and fruit products from producers participating in the "Got To Be NC" marketing program.

Requires suppliers of packaged fruit products to buy back unopened and unexpired products returned to the Farm to School Program, with credits applied to school nutrition programs net of reasonable handling costs.

Department of Agriculture and Consumer Services must submit an interim report by September 1, 2023, and final report by February 1, 2024, to the Joint Legislative Oversight Committee on Agriculture and the Fiscal Research Division.
