Declares that North Carolina citizens have an unlimited right to use contraception to prevent pregnancy and establishes that the state has no legitimate governmental interest in limiting this freedom.

Requires each constituent institution of the University of North Carolina to provide emergency contraceptive pills for purchase in at least one vending machine on the main campus, located in an accessible area available at all hours including weekends and evenings.

Mandates that emergency contraceptive pills be stored in original manufacturer packaging with expiration dates clearly labeled, sold at reasonable prices not exceeding actual acquisition costs, and regularly inspected for proper functioning and safety.

Appropriates $300,000 in nonrecurring funds for the 2023-2024 fiscal year to the Department of Health and Human Services, Division of Public Health to award competitive grants to nonprofit community health centers for purchasing and distributing long-acting reversible contraceptives to underserved and uninsured patients.

Takes effect July 1, 2023, with the emergency contraceptive vending machine requirement beginning in the 2023-2024 academic year.
