Enacts the North Carolina Healthy Schools Act of 2023, requiring public school units to establish green cleaning policies and exclusively use environmentally sensitive cleaning products when economically feasible.

Schools unable to adopt green cleaning policies due to cost increases must provide annual written notification to the Department of Public Instruction explaining the economic infeasibility.

Directs the Department of Public Instruction to establish and annually update guidelines and specifications for healthy and environmentally sensitive cleaning products in coordination with the Department of Health and Human Services and stakeholder panels.

Applies requirements to local boards of education, charter schools, regional schools, public secondary schools operated by the Board of Governors, and encourages compliance by nonpublic schools with 50 or more enrolled students.

Requires the Department of Public Instruction to establish initial guidelines within 180 days of the act's effective date; no state funds are required for implementation, and the act applies beginning with the 2023-2024 school year.
