Requires 24-hour nonhospital medical detoxification, crisis service, and inpatient hospital treatment facilities designated for involuntary commitment to submit written reports to the Department of Health and Human Services each January 1 and July 1, including number of individuals, transportation methods, those moved to voluntary status, and referral reasons.

Mandates area facilities and acute care hospitals performing first commitment examinations to submit semi-annual reports to their Local Management Entity/Managed Care Organization (LME/MCO) by August 1 and February 1, including detailed data on custody orders, examination outcomes, length of stay, and use of force or restraint during transportation.

Requires reporting on whether transporting officers used force or physical restraint, the type of restraint used, stated reasons for restraint, any resulting bodily injury, and whether the officer remained with the individual at the facility.

Designates facility-level data as confidential non-public records, but allows LME/MCOs to aggregate and report data by county or local area without identifying specific facilities, with aggregated data classified as public records.

Act becomes effective January 1, 2024.
