• Establishes the Interstate Medical Licensure Compact allowing physicians to obtain expedited licenses in multiple states through a streamlined process rather than separate applications, with eligibility requiring medical education, board exam passage, specialty certification, clean disciplinary record, and no criminal history.

• Grants nurse practitioners with 4,000 hours of practice experience and no discipline in the preceding five years independent authority to practice without physician collaboration; those with fewer hours must have a collaborating provider.

• Allows anesthesiologists to direct up to four certified nurse anesthetists performing concurrent cases, with insurance reimbursement at 50% of what the anesthesiologist would receive for performing the work alone, subject to Tax Equity and Fiscal Responsibility Act (TEFRA) compliance requirements.

• Requires in-network health service facilities to provide written notice to patients at least 72 hours before appointments identifying out-of-network providers (anesthesiologists, emergency physicians, pathologists, radiologists) and estimated out-of-pocket costs.

• Limits facility fees to hospital main campuses, remote hospital locations, or facilities with emergency departments; prohibits facility fees for outpatient evaluation and management services and certain diagnostic or imaging services identified by the Department of Health and Human Services.
