Appropriates $80,000 in recurring funds for fiscal year 2023-2024 to hire one permanent full-time position at the North Carolina Council for Women and Youth Involvement to serve as liaison to courts and the Domestic Violence Commission and provide oversight to intervention programs statewide.

Appropriates $100,000 in nonrecurring funds to provide grants for developing, maintaining, or expanding Domestic Violence Intervention Programs throughout North Carolina.

Appropriates $100,000 in nonrecurring funds to provide grants to Domestic Violence Intervention Programs for language interpreters, sign language interpreters, and services for uniquely vulnerable populations.

Appropriates $100,000 in nonrecurring funds to provide grants for staff training on emerging and evidence-based innovations and best practices in intervention programs.

Requires the Council to establish grant procedures and criteria complying with the State Budget Act, and to report grant distributions annually to legislative committees until funds are expended; act becomes effective July 1, 2023.
