Requires all health benefit plans in North Carolina that cover prescription eye drops to also provide coverage for early refills of those prescriptions.

Allows early refill coverage for 30-day supplies if the patient requests a refill after using 70% of the dosage units according to healthcare provider instructions, or at least 21 days after the original prescription or most recent refill was distributed.

Refills cannot exceed the maximum number of refills authorized by the prescribing healthcare provider on the original prescription.

Becomes effective October 1, 2023, and applies to health benefit plans issued, renewed, or amended on or after that date.
