Amends G.S. 138A-31(b)(7) to allow covered persons to write letters of character reference for individuals seeking unpaid internships, externships, fellowships, or volunteer work programs at the individual's request or in response to organization inquiries.

Amends G.S. 138A-31(b)(7) to allow covered persons to write letters of character reference for individuals being nominated for awards recognizing public service to the State or its political subdivisions.

Requires the Legislative Ethics Committee to study ethical standards for legislators and the Committee's powers, duties, and functions, specifically examining potential revisions to the Legislative Ethics Act, State Government Ethics Act, and lobbying laws.

Requires the State Ethics Commission to study ethical standards for legislators and public servants and the Commission's powers, duties, and functions, specifically examining potential revisions to the State Government Ethics Act.

Both the Legislative Ethics Committee and State Ethics Commission must report findings and recommendations to the 2024 Regular Session no later than January 15, 2024.
