Requires a civil rights education unit in both middle school civic and citizenship education and high school Founding Principles courses in North Carolina public schools.

Mandates instruction on the civil rights movement from 1954-1968, including natural law principles underlying Rev. Dr. Martin Luther King, Jr.'s leadership and nonviolent resistance tactics against Jim Crow laws.

Requires instruction on how hatred based on immutable characteristics leads to injustice, with examples of discriminatory acts globally to demonstrate this lesson's universal application.

Appropriates $250,000 in nonrecurring General Fund money to the Department of Public Instruction for the 2023-2024 fiscal year to implement the new curriculum requirements.

Takes effect July 1, 2023, with course implementation beginning in the 2024-2025 school year.
