Establishes a uniform vacancy-filling process for partisan-elected local boards of education, overriding different procedures in individual public or local acts.

Requires the appointing authority to appoint individuals recommended by the county executive committee of the vacating member's political party within 30 days of the vacancy.

For district seats with limited voting eligibility, the county executive committee must restrict voting to committee members representing precincts within the vacant member's territory.

If the county executive committee fails to recommend someone within 30 days, the remaining board members fill the vacancy by vote; if a quorum cannot be obtained, the clerk of superior court fills it.

Requires the superintendent to report unfilled vacancies to the clerk of superior court after 60 days, who must then fill the vacancy within 10 days; applies only to 29 specified North Carolina counties and school systems effective October 1, 2023.
