Prohibits North Carolina state agencies and the General Court of Justice from accepting payments made using central bank digital currency issued by the U.S. Federal Reserve System or federal agencies.

Prohibits state agencies and the General Court of Justice from participating in any testing of central bank digital currency by any Federal Reserve branch.

Defines central bank digital currency as a digital currency, medium of exchange, or monetary unit of account issued by the Federal Reserve System or federal agency that is made directly available to consumers or processed/validated directly by such entities.

Applies prohibitions to all state agencies, institutions, bureaus, boards, commissions, officers, and political subdivisions of the state.

Became law on September 9, 2024, notwithstanding Governor Roy Cooper's veto.
