Creates a temporary new resident concealed handgun permit for individuals who possess a current, unexpired out-of-state permit expiring within 120 days of establishing residency in North Carolina

Allows new residents to receive the temporary permit by presenting required documents to the sheriff, bypassing the standard 30-day residency requirement

Temporary permit remains valid until either the sheriff grants or denies the full North Carolina concealed handgun permit application, or 120 days pass without submission of required information

Temporary permit cannot be renewed and may be revoked by the sheriff without a hearing

Becomes effective October 1, 2023
