Allows restaurants and bars with a mixed beverages permit to purchase spirituous liquor directly from distillery permit holders for resale as mixed beverages, in addition to purchases from ABC stores.

Requires distillery permit holders selling to restaurants and bars to charge the uniform State price for spirituous liquor and collect a mixed beverages surcharge, but exempts them from remitting certain price components to the state.

Mandates distillery permit holders to distribute the mixed beverages surcharge monthly as follows: 50% to the Department of Revenue, 5% to the Department of Health and Human Services, with the remainder retained by the distillery.

Requires the Alcoholic Beverage Control Commission to develop a process for distillery permit holders to affix mixed beverages tax stamps to liquor sold directly to restaurants and bars, and to revise regulations accordingly.

Effective July 1, 2023, and applies to all sales made on or after that date.
