Requires all members of the North Carolina General Assembly and state officeholders to read or affirm having read both the U.S. Constitution and North Carolina Constitution within the past 12 months before taking the oath of office.

Modifies G.S. 11-7 to add the reading requirement as a condition that must be satisfied prior to taking the oath of office or entering upon execution of duties.

Applies to every person elected or appointed to hold any office of trust or profit in North Carolina.

Becomes effective upon enactment and applies to all oaths administered on or after that date.
