Appropriates $5.7 million in recurring and nonrecurring funds to support law enforcement agencies through grant writing assistance, community policing initiatives, crisis intervention team training, and investigative officer positions.

Reinstates pistol purchase permit requirements for private sales, transferring administration to the State Bureau of Investigation, and requires universal background checks for all firearm transfers between private persons effective December 1, 2023.

Establishes Extreme Risk Protection Orders allowing family members or law enforcement to petition courts to temporarily restrict firearm access for individuals posing danger to themselves or others, with ex parte orders issued within 10 days and full orders lasting up to one year.

Strengthens firearm safe storage laws by making it a Class D felony to store firearms accessibly to unauthorized persons who then use them unlawfully, and provides sales tax exemption for firearm storage equipment.

Appropriates $20 million annually for School Safety Grants Program to fund crisis services, evidence-based training, and safety equipment for public schools, and allows schools to contract for school psychologist services.
