Prohibits modifying diesel-powered motor vehicles with devices that enable emissions of visible air contaminants exceeding legal limits or enable "coal rolling."

Defines "coal rolling" as operating a diesel vehicle to emit visible air contaminants with intent to harass, obstruct roadway views, or create hazards, and makes it a Class A1 misdemeanor effective December 1, 2023.

Requires safety inspections of diesel vehicles to determine they have not been modified in violation of emission control laws, effective October 1, 2023.

Mandates law enforcement officers complete eight hours of annual in-service training to properly identify violations of emission control laws and coal rolling, effective January 1, 2024.
