Requires covered entities (short-term lodging providers, ticket sellers, and others designated by the Attorney General) to clearly display total prices including all mandatory fees in advertisements and at point of sale, with fees remaining constant throughout the purchase process.

Prohibits covered entities from imposing or advertising excessive or deceptive mandatory fees and requires ticket sellers to disclose the total number of tickets available at least 72 hours before public sale.

Mandates that ticket sellers clearly disclose refund policies before purchase completion and provide full refunds including all mandatory fees if unable to deliver advertised tickets in a timely manner.

Restricts providers of covered services (internet, voice, mobile, video programming, and related bundled services) from charging excessive or unreasonable early termination fees, except for unreturned rental equipment or outstanding device costs.

Authorizes the Attorney General to adopt implementing rules, assess civil penalties up to $5,000 per violation, and pursue enforcement action; violations are classified as unfair or deceptive trade practices under North Carolina law; effective October 1, 2023.
