Boards of trustees at UNC institutions and community colleges must ensure efficient use of institutional resources by regularly evaluating and eliminating unnecessary or redundant expenses, personnel, and areas of study, with reporting to governing boards by March 15, 2024.

Establishes minimum enrollment requirements for undergraduate classes at UNC institutions and all classes at community colleges, with institutions prohibited from offering courses that fail to meet enrollment thresholds by the first day of class.

Eliminates academic tenure prospectively for faculty hired on or after July 1, 2024, at both UNC institutions and community colleges, replacing tenure with employment at-will or fixed-term contracts (1-4 years) that can only be terminated for cause including incompetence, neglect of duty, serious misconduct, unsatisfactory performance, financial exigency, or program elimination.

Prohibits use of State and non-State institutional funds for social fraternities and sororities and activities related to political, social, or religious issues, while allowing funding for varsity athletics, band, student government, academic clubs, and nonsocial fraternities and sororities.

Requires UNC system and community college system offices to jointly report by March 15, 2024, on administrative services consolidation opportunities, noninstructional research activities, and building usage and capacity across all institutions.
