Creates a 10-member Study Committee on Metropolitan Planning Organizations consisting of 5 House members and 5 Senate members appointed by their respective leadership, with at least 2 members from the minority party in each chamber

Committee shall study public involvement and outreach in transportation planning by metropolitan planning organizations, transparency and oversight of these organizations, and methods to improve public participation while maintaining federal transportation compliance

Committee members receive subsistence and travel expenses, professional staff support from Legislative Services Commission, and clerical staff assigned by both chambers; committee may contract for additional professional or consultant services

Committee must report findings and recommendations, including any proposed legislation, to the Speaker and President Pro Tempore no later than 2 years after the act becomes effective, and shall terminate upon filing the report or 2 years after enactment, whichever is earlier

Act becomes effective upon enactment into law
