Grants the Commissioner of Insurance authority to conduct fire protection inspections and approve construction of state-owned buildings and properties according to the North Carolina Fire Code.

Requires the Commissioner of Insurance to notify the Department of Administration in writing of any defects or conditions found during inspections, with the Department having 30 days to respond.

Authorizes the Commissioner of Insurance to prevent occupancy, restrain, correct, or abate violations if an imminent undue hazard to life, safety, or property exists in state buildings.

Establishes that no state building may be occupied until it receives a Certificate of Occupancy issued by the Commissioner of Insurance, with all required inspections completed and work approved.

Becomes effective October 1, 2023, but is repealed if the Department of Administration and Department of Insurance submit a memorandum of understanding regarding responsibility division to the Joint Legislative Oversight Committee by September 10, 2023.
