Requires vehicles to stay in the right lane of controlled access highways when Department of Transportation posts "Slower Traffic Keep Right" signs at intervals of no more than 35 miles, except when overtaking and passing or in specified circumstances.

Establishes eight exceptions to the left-lane restriction, including no vehicle directly behind, traffic congestion, inclement weather, obstructions, left-turn preparations, emergency vehicles, and certain commercial motor vehicle situations.

Imposes a maximum civil fine of $100 with no court costs or assessments for violations; violation does not constitute a criminal offense and is not reported to insurance or motor vehicle records.

Prohibits custodial arrest for violations except for failure to appear or failure to pay, and prevents law enforcement from searching vehicles or requesting consent based solely on this violation.

Requires Department of Public Safety to develop procedures for collecting demographic data (age, gender, race/ethnicity) on stops for this violation and maintain a public database with reporting on the website.

Becomes effective December 1, 2023.
