Requires the Department of Health and Human Services to furnish deceased person records to the State Board of Elections at a minimum of once per week, instead of monthly, for removal from voter rolls.

Mandates the State Board of Elections Executive Director to compile and report felony conviction lists to county boards of elections at a minimum of once per week for both state and federal convictions, replacing the previous monthly reporting schedule.

Requires county boards of elections to remove registered voters with address changes on a weekly basis when confirmation in writing is provided or when voters fail to respond to confirmation mailings sent after congressional elections.

Maintains existing protections requiring 30 days' written notice to voters before removal for felony convictions, with the right to challenge removal, and allows reinstatement if voters appear to vote and affirm they have not moved.

Becomes effective October 1, 2023.
