H 731 - Police Reform for 2023

• Requires no-knock search warrant applications to include a specific statement and factual allegations that giving notice would endanger life or safety, effective October 1, 2023.

• Classifies strangulation, chokeholds, lateral vascular neck restraints, carotid restraints, and tactics restricting oxygen or blood flow to the head or neck as deadly force under law.

• Mandates body-worn cameras for State Troopers, company police, campus police, State Bureau of Investigation officers, county, and city law enforcement officers during traffic stops, pursuits, arrests, searches, interrogations, and witness interviews, with exemptions for undercover operations, effective October 1, 2023.

• Requires entry-level and in-service law enforcement training standards to include education on use of force, deadly force, excessive force, de-escalation tactics, intervention methods, duty to report excessive force, and methods of warning before discharging firearms, effective October 1, 2023.
