Authorizes the Division of Motor Vehicles to produce a "Home of the Venus Flytrap" special registration plate bearing a picture of a Venus Flytrap and the phrase "Home of the Venus Flytrap."

Sets an additional fee of $30.00 for the special plate, with $10 credited to the Special Registration Plate Account and $20 to the Collegiate and Cultural Attraction Plate Account.

Requires the Division to transfer quarterly money from the Collegiate and Cultural Attraction Plate Account derived from Venus Flytrap plate sales to the North Carolina Botanical Garden Foundation, Inc., for plant conservation and plant research.

Becomes effective July 1, 2023.
