Authorizes the Division of Motor Vehicles to issue restricted Class C drivers licenses to immigrants with limited or no legal status who meet specified requirements.

Applicants must provide an Individual Taxpayer Identification Number, passport, consular identification document, or community identification card from FaithAction instead of a social security number.

Requires applicants to complete a mandatory one-hour training course covering North Carolina social systems, resources, and applicable laws, which may be completed remotely.

Restricted licenses expire on the licensee's birthday in the second year after issuance and cost not more than $53.00; renewal licenses expire two years after the previous expiration date.

Prohibits information provided for restricted license applications from being used in criminal, civil, or immigration proceedings, and prevents possession of a restricted license alone from serving as a basis for investigation or arrest.
