Modifies North Carolina Constitution Section 7(3) of Article III to change the vacancy-filling process for eight statewide offices: Secretary of State, Auditor, Treasurer, Superintendent of Public Instruction, Attorney General, Commissioner of Agriculture, Commissioner of Labor, and Commissioner of Insurance.

When a vacancy occurs in these offices and the term expires on January 1 following the next General Assembly election, the Governor must appoint a replacement from a list of three qualified candidates recommended by the vacating officer's political party within 30 days of the vacancy.

For other vacancies where the term does not expire on January 1 after the next General Assembly election, the Governor appoints a successor until the first election for General Assembly members occurring more than 60 days after the vacancy.

Submits the constitutional amendment to North Carolina voters at the November 5, 2024 statewide general election under Chapter 163 of the General Statutes.

Amendment becomes effective upon certification by the State Board of Elections if a majority of votes cast favor the amendment.
