Adds Section 75-42.1 to North Carolina General Statutes defining deceptive or unfair practices when a person or entity advertises that it provides abortion or emergency contraceptive services, or referrals for those services, when it does not provide them.

Applies the deceptive practice standard when a person or entity knows or reasonably should know that it does not provide the advertised abortion or emergency contraceptive services.

Excludes violators from the professional service exemption under G.S. 75-1.1(b), meaning they cannot claim protection as a learned profession even if they hold a medical license.

Applies to any person or entity that publishes or causes to be published an advertisement violating these provisions.

Takes effect upon becoming law.
