Require home school chief administrators to submit annual notice of intent to operate to the Director of the Division of Nonpublic Education by July 1, with information including school name, administrator details, student names and dates of birth, instructor names, and school operating dates.

Mandate that home school chief administrators provide written attestation that neither they nor any other adult providing instruction is barred from operating a home school under the bill's restrictions.

Prohibit individuals convicted of specified crimes from establishing or operating home schools, including felony or misdemeanor child abuse, kidnapping of minors, human trafficking of minors, sex offenses, murder, assault offenses, stalking, and other violent felonies involving minor victims.

Prevent operation of home schools if a child has been removed from the parent's custody following an adjudication of abuse or neglect under Chapter 7B of the General Statutes.

Make the act effective upon enactment and applicable to home schools operating beginning with the 2023-2024 school year.
