Prohibits the Department from seeking waivers to federal time limits for food and nutrition benefits for able-bodied adults without dependents, except in areas with a Presidential disaster declaration of Individual Assistance from FEMA.

Prohibits the Department from exercising the State's option to provide exemptions from work requirements under 7 U.S.C. § 2015(o)(6)(E).

Requires the Department to assign all individuals ages 16-59 to an employment and training program unless they meet specific exemptions including: current work registration compliance, parental/caregiver status, half-time student enrollment, participation in drug/alcohol treatment, employment of 30+ hours per week, or being ages 16-18 and not a household head.

Does not apply to mandatory exemptions to work requirements required by federal law or regulation under 7 C.F.R. § 273.7(b)(1).

Becomes effective upon enactment.
