Establishes felony child abuse charges for caregivers who commit or allow sexual acts upon children under 16, and for those who intentionally and routinely inflict physical injury on children under 16, effective December 1, 2023.

Clarifies sex offender registration processes by allowing the Department of Public Safety to deliver verification forms to prisons for inmates serving sentences over 24 months and specifies petition filing locations based on offense jurisdiction, effective August 1, 2023.

Removes the 72-hour time constraint for law enforcement to provide written information to crime victims and eliminates the 72-hour reporting requirement for compensation claims, allowing flexibility in certain circumstances.

Expands rental protections to include victims of attempted homicide and household members of homicide victims, in addition to existing protections for domestic violence, sexual assault, and stalking victims, effective August 1, 2023.

Creates new criminal offenses for exposing children under 16 to controlled substances, ranging from Class H felony (exposure) to Class B1 felony (exposure resulting in death), effective December 1, 2023.
