Adds definition of "residential address" as the defendant's address of record or any dwelling, home, building, or rental that the defendant may occupy as lodging.

Grants professional bondsmen, surety bondsmen, and runners access to the Administrative Office of the Courts' real-time criminal and civil information systems, including Odyssey systems, to evaluate potential and current bail clients.

Extends bail bond validity period to not more than three years when no pending forfeiture has been issued, requiring sureties to notify the district attorney 30 days before expiration to be relieved of obligation.

Adds four additional circumstances under which bail bond obligations are terminated: prosecutor's dismissal with leave, court granting motion to set aside bond forfeiture, and clarifies existing termination conditions.

Specifies that when a court sets aside a bond forfeiture, the surety is relieved of all bail bond obligations and no further forfeitures shall be issued for that bond.
