Amends G.S. 131D-21 to add four new rights for adult care home residents: prompt coordination between attending physicians and specialists, 72-hour response requirement for family information requests, disclosure of prognosis information for late-stage diseases when allowed by law, and immediate care for adverse drug reactions to complex or rare disease treatments.

Amends G.S. 131E-117 to add four corresponding new rights for nursing home patients: prompt physician-specialist coordination, 72-hour response to family information requests, prognosis disclosure for late-stage diseases, and immediate care for adverse prescription drug reactions.

Makes technical corrections to existing patient rights language in G.S. 131E-117, including clarifying terminology around medical records confidentiality and financial management procedures.

Effective date of October 1, 2023.
