Prohibits the North Carolina Board of Barber and Electrolysis Examiners from charging disciplinary costs, including attorneys' fees, unless an individual is found in violation of Chapter 86B.

Allows the Board to assess civil penalties up to $500 per offense for violations, with proceeds remitted to the Civil Penalty and Forfeiture Fund.

Requires the Board to consider factors including the nature and persistence of violations, willfulness, and other mitigating or aggravating circumstances before imposing penalties.

Requires the Board to establish a schedule of civil penalties for violations of the chapter and adopted rules.

Effective upon enactment and applies to any disciplinary actions arising or pending on or after the effective date.
