Defines "cast vote record" as a de-identified electronic record of voter choices for each ballot item created by voting systems using mechanical or electronic equipment to tabulate ballots.

Designates cast vote records as public records while maintaining voted ballots and associated paper and electronic records as confidential, accessible only to elections officials, by court order, or by board of elections order during election protests or irregularity investigations.

Requires county boards of elections to ensure all electronic voting systems create cast vote records as part of voting system acquisition and compliance requirements.

Mandates retention and preservation of cast vote records for 22 months after elections or as specified in federal law, whichever is longer, if Senate Bill 747 becomes law.

Becomes effective January 1, 2024 for counties with voting equipment capable of collecting cast vote records, and July 1, 2024 for all other counties.
