Lowers the age requirement for free special identification cards from 17 to 16 years old in North Carolina.

Establishes a pilot program by October 1, 2025, for the DMV, Department of Public Instruction, and high school districts in Anson, Gaston, Mecklenburg, and Union Counties to issue free special identification cards to eligible students.

Requires pilot program coordinators to schedule two opportunities per school year (one before December 31 and one after) for students to obtain special identification cards, either at DMV locations with dedicated terminals or via DMV mobile office.

Authorizes the State Registrar to issue certified birth certificates at state expense to students or high schools upon request for special identification card applications, with these copies exempt from public records requirements.

Pilot program expires December 31, 2027, and applies only to the four designated counties.
