H788 - The Second Chances Act

• Adds new informed consent requirement for abortion in North Carolina requiring physicians or qualified professionals to inform women that chemical abortion effects may be reversible if mifepristone (RU-486/Mifeprex) has been taken but the second pill has not yet been administered.

• Mandates providers inform women that time is critical for potential reversal and direct them to consult a physician immediately if they wish to continue the pregnancy.

• Requires providers to provide information about the Abortion Pill Reversal Hotline (877-558-0333) and website (https://www.abortionpillreversal.com/) as part of existing 72-hour pre-abortion informed consent notification.

• Becomes effective December 1, 2023.
