Authorizes the Town of Carolina Beach to adopt and enforce ordinances regulating navigable waters within its corporate limits, including current and future expanded boundaries.

Grants the municipality power to regulate boat and vessel operation, including speed zones, no-wake zones, and types of activities conducted on navigable waters.

Allows the town to restrict anchoring and mooring of boats and vessels by location and to place navigational aids and markers in conformity with federal and state standards.

Empowers the municipality to establish safety rules and regulations for boats, vessels, swimmers, and other water users within its corporate limits.

Establishes that state and federal regulations from the Wildlife Resources Commission, Department of Environmental Quality, U.S. Coast Guard, and Army Corps of Engineers supersede conflicting local ordinances, and authorizes municipal law enforcement to enforce local water ordinances.
