Converts the UNC Board of Governors from an elected body to an appointed body with 24 voting members serving eight-year terms, with appointments split among the Governor, President Pro Tempore of the Senate, and Speaker of the House.

Governor appoints 9 members including graduates from historically black colleges, non-doctoral institutions, rural area representatives, members from the opposing political party, and at-large members beginning in 2023 and 2025.

General Assembly appoints 15 members through recommendations from the President Pro Tempore of the Senate (6 members) and Speaker of the House (9 members) with similar diversity requirements.

Prohibits lobbyists and spouses of lobbyists from serving on the Board of Governors, in addition to existing prohibitions on General Assembly members and state/university employees.

Members appointed in 2023 serve six-year terms; appointments in 2029 and thereafter serve eight-year terms, with existing members elected prior to January 1, 2023 serving their full terms.
