Allows patients or personal representatives to file medical malpractice and wrongful death claims against health care providers for injuries or deaths occurring on or after March 1, 2020, even if the claims would otherwise be time-barred under existing statute of limitations laws.

Excludes claims where the death or injury was a direct result of the patient contracting COVID-19.

Revives civil actions for a one-year period from the effective date of the act, overriding the standard statute of limitations under G.S. 1-15 and G.S. 1-17.

The statute of limitations revival provision (G.S. 90-21.19A) expires one year after the act becomes law.

Effective upon becoming law and applies to all claims arising on or after March 1, 2020.
