Session Law 2023-92 - House Bill 814

• Establishes a 24-hour Operations Watch Center for local governments to report emergency and disaster events, with all telephone calls recorded and maintained for at least one year.

• Authorizes the Division of Emergency Management to contract with vendors for repair, replacement, construction, or improvements to infrastructure damaged by hazards and for hazard mitigation on private residential and public structures.

• Creates a Statewide Interoperability Coordinator (SWIC) position designated as the Executive Director of the North Carolina Interoperability Executive Committee to coordinate voice and data interoperability programs.

• Establishes new coordinate system standards for North Carolina based on the North American Terrestrial Reference Frame of 2022 (NATRF2022) for geodetic surveys and county boundary mapping.

• Creates a Hazardous Material Facility Account with fees from hazardous materials facilities used to support hazard materials response programs, database maintenance, and county grants for emergency preparedness.
