Authorizes courts to extend or renew limited driving privileges for up to one year at a time for individuals whose licenses are revoked solely for failure to pay fines, penalties, or court costs.

Permits extensions or renewals only if the court finds the person is making reasonable progress toward repayment of the fine, penalty, or court cost that caused the license revocation.

Requires court orders extending or renewing limited driving privileges to include written findings supporting the court's determination.

Maintains the existing three-year eligibility restriction, allowing persons to apply for a limited driving privilege only if they have not received one under this provision within the three years prior to application.

Becomes effective December 1, 2023, and applies to extensions or renewals of limited driving privileges granted on or after that date.
