House Bill 824 - Teacher Licensure Changes

• Changes limited licenses from nonrenewable to renewable three-year licenses and removes the standardized examination requirement for limited license holders.

• Allows out-of-state licensed teachers to obtain limited licenses if they hold current licensure in good standing, have at least three years of teaching experience, and their employing local board submits an affidavit supporting the employment.

• Grants automatic continuing professional licenses (CPL) to out-of-state teachers with substantially similar licensure requirements who have at least three years of teaching experience and are in good standing with their current state.

• Requires local boards to submit affidavits signed by principals and superintendents when renewing limited licenses, affirming the teacher is currently employed, effective, and encouraged to pursue a CPL.

• Applies to all licensure and renewal applications submitted on or after the effective date, with limited license renewals through July 1, 2025 only requiring the new affidavit renewal process.
