Requires North Carolina counties and cities to develop and implement processes allowing law enforcement officers, judges, magistrates, prosecutors, public defenders, and federal judges to request removal of their physical address and phone number from county and city websites by October 1, 2023.

Permits eligible officials to also request removal of their spouse's personal information; requests must be submitted in writing with the requestor's name, proof of eligibility, and specific information to be removed.

Designates removal requests and revocations as confidential and not subject to public records disclosure, though the removed information remains a public record if otherwise disclosable under state law.

Provides immunity from liability for counties and cities in good faith implementation of removal processes, except when officials act outside the scope of their duties.

Clarifies that certain personnel records of sworn law enforcement officers—including residence information, emergency contacts, and identifying information—shall not be disclosed unless required by specific state laws or necessary for personal safety.
